Memorandum of Understanding

Memorandum of Understanding Review and Renewal

Our Memorandum of Understanding documents the ongoing partnership between Iowa State University and County Agricultural Extension Districts to provide research-based or evidence-based educational programming to Iowans. Our current MOU expires June 30, 2023, and over the past few months a special committee has been reviewing the MOU and the Addendums for Models 1, 2, and 3. The renewal process has focused on seeking clarity and better defining responsibilities. An increase in the shared services support fee also has been proposed.

The draft 2023-2026 MOU and Addendums (revisions as of October 12, 2022) are now available for download from the Memorandum of Understanding webpage for your review by both county extension councils and extension and outreach staff. University Counsel and Whitfield & Eddy also will be reviewing the documents at this time. Revisions in the documents are marked in red. Please submit your feedback by 5 p.m., November 15, via the Virtual Suggestion Box (if you wish to remain anonymous) or to John Lawrence, Jennifer Vit, Andrea Nelson, or any other member of the MOU renewal committee.

After November 15, the committee will review the feedback and finalize the MOU and Addendums, and the attorneys will have a final review. The goal is that sometime in January 2023 a final document will be ready for councils to review and sign. At that time, we intend to hold a virtual townhall meeting to discuss the revisions, go over the signing process, and answer remaining questions.

Contact information for committee members, as well as the documents the committee will be using for their decision making, is available at the Memorandum of Understanding page on the County Services website.
